Dear Lynn and family. So sorry to learn of Phil’s passing. I have many fond memories of those years at the PUC and later at the Region working with Phil. Phil was a dedicated employee often working late into the night or weekend with his crew to restore essential water service to residents. Taking on the most tough assignments with enthusiasm. What a guy!
